The new master plan of the West Virginia Higher Education Policy Commission (WV-HEPC) for the years 2013 through 2018 focuses on three mutually reinforcing areas: access to higher education, student success, and the impact institutions like Shepherd have on the state. Consistent with Series 49 Legislative Rule on the accountability system of the HEPC, each institution will develop a Compact to address the goals in each of the focal areas and annually submit a report on progress.

Shepherd submitted and was approved for a set of five-year targets and rationales which are found in the menu bar of this page. Each annual update documents our progress in achieving objectives in those targets, implementing strategies for continuous improvement and best practices for the comprehensive plans in the areas of: academic quality, career pathways, collaborative access, critical regional issues and financial aid. Assessment of outcomes related to the plan will be electronic through a portal for the compact, with a separate site for each institution in the state.

White Papers: The WV-HEPC has written three white papers dedicated to the three focal areas of the Master Plan: Access, Success, Impact. The documents highlight state goals and promising practices in each of the focal areas.

The comprehensive plan groups consist of students, faculty, administrative staff and community members, who have worked collaboratively to ensure Shepherd and the state move forward in meeting the goals set forth in the Commissions’ Master Plan.
