The West Virginia Economic Development Authority has provided a construction loan to the Shepherd University Foundation Supporting Organization, which will own the building. The University will provide operational management services. When construction is completed, the construction loan will be replaced with 40-year financing from the USDA Rural Development Office. Ownership of the building will revert to Shepherd University after the loans are paid.
